The special TUI delegate conference held in September expressed a strong desire that the union would engage in discussions on the Public Service Agreement but the Department of Education and Skills refused to allow the union be involved in these discussions while industrial action continued.

A decision was subsequently taken by the executive committee to ballot members on the temporary suspension of industrial action to allow the union to engage in discussions on issues related to the Public Service Agreement.
